Cegelec to design and construct a blast-proof
Control Building for the new QAPCO polyethylene plant

Paris, 13 October 2009

Cegelec, an international group providing technological services to companies and public authorities, has been awarded an EPC contract worth over 40 million US$ to design and construct the blast-proof Control Building for QAPCO’s petrochemical complex being part of the new 300,000 tonne-per-year low-density polyethylene (LDPE) plant to be completed by the end of 2011 in Mesaieed (Qatar).

The contract, awarded by Uhde, a company of ThyssenKrupp Technologies, follows another contract by which Cegelec already carried out the basic design of the Control Building in 2008, including ergonomics, structural and architectural design, on behalf of QAPCO, one of the leading producers of ethylene and LDPE in the Middle East region.

As part of this new contract, Cegelec will take care of all necessary building and power facilities. The Group has also been entrusted with the relocation and upgrades of all systems related to the existing plants, specifically emergency shutdown, distributed control systems, closed-circuit television, fire & gas detection and extinction, as well as public address and general alarm.

Cegelec is currently completing the electrical and instrumentation (E&I) works on behalf of Snamprogetti for another, 450,000 tonne-per-year, LDPE plant belonging to Qatofin, a joint venture between Qapco, Total and Qatar Petroleum.

Jean-Michel Lang, Vice President Cegelec Oil & Gas, said: “ We are delighted to support Uhde in performing this challenging project to the best satisfaction of its client QAPCO. Our large experience in the design and construction of blast-proof control buildings and our early involvement in the basic design of QAPCO’s new LDPE plant, as well as our participation in other exciting projects initiated by QAPCO and its partners, are important assets for the successful completion of this large-scale contract.”

Philippe Gastineau, President of Cegelec Qatar, added: “We very much welcome this new opportunity to support the industrialisation plans of the State of Qatar. Our ambitious growth plans in the country, supported by our shareholder Qatari Diar, lie on the Group’s ability to match long-standing technological competencies and know-how with a strong local presence. Cegelec has been an active player in Qatar for the last twenty years and has progressively expanded its scope of activities from the oil and gas sector to other industries and large infrastructure projects. ”

About Cegelec in Qatar

Cegelec, a Qatari Diar company, has been active in Qatar for the last twenty years and employs some 1,000 people in the country.

In the oil & gas sector, the Group is currently performing an EPC contract for E&I works for the tank farm on the Pearl Shell GTL C3 project on behalf of CB&I. At the Ras Laffan ethylene plant, it has been entrusted by RLOC/Technip with an EPC contract for the integration of its analyser systems. Cegelec also provides technical assistance and concludes commissioning contracts, such as for the Qatar Petroleum common cooling water plant phase II at Ras Laffan.

Cegelec is also an active player in major energy projects, with significant electrical and instrumentation (E&I) works for two major combined cycle power plants, the 1,000 MW Ras Laffan Power Plant B for Qatar Power and the on-going project of 2,000 MW combined cycle plant Mesaieed A for Kahramaa.

A recent example of large infrastructure projects conducted by Cegelec in Qatar include the runway lighting for the new Doha international airport based on the most demanding standards.
